Women have longer legs and shorter torso's so a longer radius is better for them. I have worked with many young ladies and almost all are on 9.5-10.5 or more. Due to most having smaller feet than in some cases there height.

And yes above the balde contact is from middle to toe for best pushoff and I am willing to bet almost anyone can benefit from a slight adjustment!
